Here are my thoughts based on notes
from our meeting on March 21.

I have two primary tasks:

Complete the revenues forecasting portion of the model.
Verify the household size assumptions used in the model.

Staff was to review the analysis and consider the "issues" listed in my summary table. Among the key issues
were the following:

2.
3.
4.
5.

Review and verify the housing growth assumptions.
Provide information on the retail element of the mixed use projects in Town Center.
Advise on the quantity of commercial development to assume outside of Town Center.
Advise on timing of addition of new staff members and if possible to link with future growth.
Advise on assumptions for future capital projects relying on property tax levy.

Please be aware that I will be out of the office beginning Thursday, April 10. I will be back at work on Monday,
April 21.

If you are able to follow up on these issues over the next two weeks, I suggest a meeting the afternoon of April
24. This gives me some time to update the analysis with new information. The next option would be April 30 or
May 1.

Please let me know how you would like to proceed.

Rusty

4/22/2003 -24-
