• Receive Update on Minnesota Department of Natural Resources' Mississippi River <br />Corridor Critical Area (MRCCA) Rulemaking Project and Consider Official Response <br />Council Update <br />City's Bond Rating of AA+ is Re- affirmed by Standard & Poor's (S &P) Rating Service. The <br />City did not recently issue debt to obtain the updated rating. Standard and Poor's changed its <br />ratings criteria in September 2013 and contacted the City with additional questions related to <br />finances, policies and local economy that they are now using for rating governmental <br />agencies. S &P took these results to their Rating Committee on July 22, 2014, and affirmed the <br />City's AA+ rating that has been in place since November 2009. The full report of their rating's <br />rationale is attached. Attached to the Weekly Update is Standard & Poor's Ratings Services <br />Report for 2014. S &P's outlook for the City is to not raise the rating for the City over the next <br />two years (would be highest rating of AAA), but does not expect to lower the rating in the next <br />two years because they believe the City has a very strong management team that will maintain the <br />current financial profile. <br />Fire Department Update. On Monday at the intersection of Ramsey Blvd and Hwy 10 a two <br />vehicle PI ended up with one vehicle on its side. With the vehicle being unstable, a patrol vehicle <br />was parked against the vehicle to stabilize as crews performed extrication to remove the victim. <br />One person transported to hospital. <br />Ramsey Relief Association at the Game Fair. Representatives of the Ramsey Relief Association <br />will be staffing a booth at the Game Fair to conduct a fundraiser and also perform recruitment <br />activities for future firefighters. <br />Police Department Update. On Sunday morning at approximately 0700 hours, a Ramsey Officer <br />on his way home from work, came upon a single vehicle rollover accident at the 8000 block of <br />Hwy #10. As he slowed down to check for injuries he observed two juvenile males exit the vehicle <br />and beginning running southbound. The off -duty officer relayed information to on -duty officers <br />as he watched the two parties running through a cornfield. Officers located the males and took <br />them into custody not far from the accident location. They stated that their car had been stolen by <br />a man with a gun and they were running from him They stuck to their tale until they learned that <br />an off -duty officer had seen them run from the vehicle. Both of them were taken to Mercy due to <br />minor injuries from the accident. It was later learned that one of the juveniles was a runaway and <br />had a warrant for assault. <br />Development Update. The first regular City Council meeting in August has been <br />rescheduled from Tuesday, August 12 to Monday, August 11, due to the Primary Election. <br />• Primary Election.
