7533 Sunwood Drive, located in The COR -1 Subdistrict, with a drive thru lane. Drive thrus are <br />not currently a permitted use in The COR -1 Subdistrict. It was noted drive thrus would have to <br />be pushed to the rear or side of buildings. Staff reviewed the request in further detail and <br />recommended approval of the proposed Ordinance. <br />Citizen Input <br />Commissioner Bauer asked if the drive thrus would be a permitted use in The COR -1 Subdistrict. <br />Development Services Manager Gladhill reported this would be the case noting the drive thrus <br />would be to the side or rear of buildings. <br />Motion by Commissioner Nosan, seconded by Commissioner Maul, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Nosan, Maul, Bauer, and <br />Brauer. Voting No: None. Absent: Commissioner VanScoy. <br />Chairperson Levine closed the public hearing closed at 8:28 p.m. <br />Commission Business <br />Motion by Commissioner Nosan, seconded by Commissioner Maul, to recommend that City <br />Council adopt Ordinance #14 -08. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Nosan, Maul, Bauer, and <br />Brauer. Voting No: None. Absent: Commissioner VanScoy. <br />5.06: Presentation Only: Review Concept Plan for Ramsey Raceway; Case of Ramsey <br />Raceway, LLC <br />Presentation <br />Development Services Manager Gladhill presented the Staff Report stating the City has received <br />a request from Karl Janzen, registered agent for Ramsey Raceway, LLC. The Applicant currently <br />operates Ramsey Raceway at 14550 Armstrong Blvd NW. The City granted an Interim Use <br />Permit to Ramsey Raceway, as the proposed use was determined to be an acceptable interim use <br />of the site until such time it was needed for roadway purposes. The current site is owned by the <br />City, and is needed for the future Armstrong Interchange, anticipated to commence construction <br />in late 2014 or early 2015. The Applicant has been in discussions with Anoka County regarding <br />a parcel owned by Anoka County located west of Llama Street, south of Highway 10 (Anoka <br />County PID: 29- 32- 25 -14- 0014). Anoka County had originally acquired this parcel for purposes <br />of a future roadway crossing of the Mississippi River into the City of Dayton. This future river <br />crossing is noted in the Comprehensive Plans for both the City and the County. However, the <br />exact timing and alignment is undetermined at this time. With that in mind, Anoka County has <br />expressed interest in allowing Ramsey Raceway to relocate to this site, at least for an interim <br />period of time.
