APPROVE AGENDA <br />Motion by Councilmember Tossey, seconded by Councilmember Riley, to approve the agenda as <br />presented. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers Tossey, Riley, Johns, <br />Kuzma, and LeTourneau. Voting No: None. Absent: Mayor Strommen. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Introduce Ordinance #14-07 Amending Charter Chapter 8 — Public Improvements <br />and Special Assessments <br />City Attorney Langel reviewed the staff report and presented the recommendation of the Charter <br />Commission to introduce an ordinance amending Charter Chapter 8 reducing the percentage of <br />petition against a Council -initiated improvement project with special assessments from greater <br />than 50% to 60% or more in order to stop the project. No other modifications to Section 8.4.5 <br />were approved. It was noted this consideration was for first reading, not final approval, and if <br />introduced, a public hearing would be scheduled for August of 2014. City Engineer Langel <br />advised this amendment was proposed under Minnesota Statutes, Section 410.12, subdivision 7, <br />City Council / July 8, 2014 <br />Page 4 of 7 <br />
