Section <br />Comment <br />Part 6106.0060 Subp. 3 <br />Who defines what substantial compliance is? <br />Ramsey acknowledges that additional clarify is <br />provided is subsequent sections. <br />The attached document is a proposed response to the DNR containing a number of technical <br />recommendations. The comments are intended to aide in the final form of the draft rules. The number of <br />comments included is not intended to measure the level of support or lack thereof. <br />Ramsey understands the need to provide consistent, fair, and easy to administer and understand standards to <br />protect the stated key resources. In reviewing the draft rules, we have . to balance that goal with the goals <br />of our Comprehensive Plan, Organizational Strategic Plan, and Eco 1 evelopment priorities. <br />General Policy Statements (These policy statements , mpleted as part of the Planning <br />Commission's review on August 7, 2014) <br />Proposed Land Use Districts <br />Proposed Standards for Public <br />Technical Analysis <br />Mississippi River Corridor Critical Area (MRCCA) Rulemaking <br />DRAFT City of Ramsey Comments to June 2, 2014 Draft Rules <br />Version: August 7, 2014 Planning Commission Review <br />The proposed land use districts of the draft rules are /are not appropriate for . rposes of balancing the <br />goals of the 2013 Legislative Direction and the City's land use and eco omic develo t goals. <br />Proposed Dimensional Standards <br />The proposed dimensional standards (lot size, setbacks, structure sizes, etc.) of the draft rules are /are not <br />appropriate for the purposes of balancing the goals of the 2013 Legislative Direction and the City's land use <br />and economic development goals. <br />The proposed standards for public uses of the draft rules are /are not appropriate for the purposes of balancing <br />the goals of the 2013 Legislative Direction and the City's land use and economic development goals. <br />Proposed Vegetation Management and Land Alteration Standards <br />The proposed vegetation management and land alteration standards of the draft rules are /are not appropriate <br />for the purposes of balancing the goals of the 2013 Legislative Direction and the City's land use and economic <br />development goals. <br />Proposed Permi uirements fog etation lClana ement and Land Alteration Standards <br />The City should /should not requir .. mits for vegetation management and land alterations. <br />Proposed Subdivision Stanrds <br />The proposed subdivision standards of the draft rules requiring the dedication of conservation areas are /are <br />not appropriate for the purposes of balancing the goals of the 2013 Legislative Direction and the City's land <br />use and economic development goals. <br />
