We do note, however, that we expect <br />some comments from our residents regarding <br />fairness and applicability of rules between public <br />and private uses. <br />Part 6106.0130 Subp 3 <br />The draft rules should clarify that removal of <br />vegetation in ROW for purposes of safety & <br />visibility is permitted. <br />Part 6106.0130 Subp 4 <br />While no additional text is necessary in the draft <br />rules, Ramsey desires to note the planned, future <br />river crossing to Dayton that exists in local <br />comprehensive plans. <br />Part 6106.0130 Subp 5 <br />Ramsey does not object to the language regarding <br />design of public utility structures, but the language <br />could be construed as subjective. It is expected that <br />the DNR will not prevent public utility expansion <br />where reasonable attempts have been made to <br />increase the reliability & redundancy of our utility <br />grid. <br />Part 6106.0130 Subp 7 <br />Existing and approved master plans for parks and <br />open space shall take priority over these rules. <br />Significant time & effort already spent developing <br />these plans. <br />Multiple Sections <br />Although the purpose and intent of the 2013 <br />Minnesota Legislatures Direction may be inherent <br />in the draft rules, the various purpose statements <br />seem to lack clarity that economic development and <br />existing development patterns shall be taken into <br />consideration. <br />Part 6106.0140 Subp 4 <br />In regards to shoreland recreational uses, Ramsey <br />desires clarification as to whether concrete landings <br />are permitted at -grade at the shoreline. <br />Part 6106.0140 Subp 5 <br />I <br />Ramsey believes it is unnecessary for non - riparian <br />lots to have restrictions on landscaping, patios, and <br />retaining walls. These areas are generally separated <br />by public roads. <br />Part 6106.0140 Subp 6 <br />Ramsey desires the text to clarify that signs shall not <br />be visible from the river, but may be visible from <br />public roads, subject to underlying zoning. <br />Part 6106.0150 <br />Vegetation Management and Erosion Control are <br />the key two policy concerns for Ramsey. <br />Part 6106.0150 Subp 3 <br />While Ramsey agrees these standards have merit, we <br />hesitate creating another permit process while our <br />goal is to streamline Are other agencies willing and <br />able to take this on?
