Sec 117.384 -410 <br />Revised July 29, 2014 to include 2013 Construction Stormwater Permit, 2013 MS4 Permit <br />requirements and 2012 LRRWMO Third Generation Plan [dam, additions] <br />Sec. 117 395. Vegetated buffer protection for rivers, streams and wetlands. <br />{a) The city has established wetland buffer regulations (see subdivision VI of division /1 of <br />this article) specifying minimum setbacks from wetlands in the city. Setbacks are also <br />established for the rivers that border the city and the lakes internal to the city. <br />{1) Detailed buffer design is usually site specific. Therefore the city engineer can require <br />a larger buffer than the minimum. <br />{2) For newly constructed buffer sites the design criteria should follow common principles <br />and the example of nearby natural areas. The site should be examinod for existing <br />b-ffor zones and mimic the slope structure and vogetation as much as possible. <br />{3) Buffer dosign and protection during construction should slow water runoff, trap <br />sodiment, enhance wator infiltration, trap fortilizors, pesticides, pathogons, heavy <br />During construction temporary sedimentation basins are required for disturbed areas <br />over ono acre. <br />{5) Buffer plant selection shall give preference to native plants with deep root systems <br />over cultivated specios with shallow root systems. <br />{6) The buffer widths shall conform to subdivision VI of division /I of this article. <br />{7) The state department of natural resources requires permits when vegetation is <br />introduced downgrade of a water's "ordinary high water mark." After that the city, or a party designated by the city, shall maintain the buffer <br />sip- <br />{9) Buffer strips may be made into perpetual conservation oasements or shall be <br />protected with drainago and utility oasements. <br />{b) Modols /methodologies /computations. Hydrologic modols and design methodologies <br />used for the determining runoff characteristicc and analyzing stormwater management <br />structures must bo approved by the city engineer. Plans, specifications and <br />computations for stormwater management facilities submitted for review must be <br />(Code 1978, § 9.27.14; Ord. No. 06 -32, § 1, 11 -28 -2006) Repealed by Ordinance 09 -05 Effective <br />June 8, 2009 <br />Sec. 117 -395. — Impaired waters and total maximum daily loads <br />If a site drains to a surface water that has been listed as impaired pursuant to section <br />303(d) of the federal Clean Water Act more stringent water quality measures will be <br />required. If a Total Maximum Daily Load (TMDL) has been written for the impaired water <br />then all best management practices deemed necessary to comply with the requirements of <br />the TMDL must be implemented. <br />Ramsey, Minnesota, Code of Ordinances Page 12 <br />
