boundaries. The 10 year capture zone boundaries depict areas in which stormwater that falls on the ground has the <br />ability to infiltrate through the ground to reach the aquifer that the wellhead is located in within 10 years or less. <br />The 10 year capture zone is therefore the more critical and realistic boundary that should be used for limiting <br />infiltration practices to protect the City's wellheads versus the DWSMA boundary. <br />Timeframe: <br />This case is estimated to conclude in 15 minutes. <br />Observations/Alternatives: <br />Attached is a draft of City staff's proposed modifications to the City's stormwater management permits, plans, and <br />ordinances. The modifications were presented to the Public Works Committee of the City Council at the June 17, <br />2014 meeting. The Public Works Committee recommended moving forward with the ordinance revisions. <br />Also attached is a figure showing the City's west DWSMA and associated delineated 10-year capture zones around <br />all public water supply wells within the west DWSMA. As can be seen, numerous ponds and wetlands exist <br />within the west DWSMA and will be impacted by the outcome of this case. <br />Note that in 2013, there were amendments to the Stormwater Pollution Control ordinance and while those <br />amendments are now effective, they have yet to be codefied online through MuniCode. Thus, there are some <br />numbering differences between the attached redlined version and the draft ordinance City Staff continues to review <br />and where need be reconcile formatting and numbering of the draft ordinance for accuracy; however, the content of <br />the amendments will not be affected. <br />Funding Source: <br />No funding is required for this case at this time. However, if Council approves the proposed language modifications <br />there will be minor costs associated with republishing the modified stormwater management permits, plans, and <br />ordinances.
