This document is a working draft of the rules that incorporates <br />proposed changes from the 2011 draft rules. It is the product of the DNR's efforts over the last ten <br />months (Phase I). <br />Highlights of the proposed revisions to the 2011 draft rules include: <br />• greater flexibility and deference to local zoning on issues such as height, lot size, and open <br />space dedication; <br />
