Review File: Pine Ridge Development. <br />Major Plat Preliminary Plat and Variance Request <br />Comprehensive Plan and Zoning Code Review <br />Page 3 of 5 <br />will be needed prior to construction of 180th Ave. You must provide a copy of this permit to the <br />City prior to commencing construction. <br />Wetlands: There is a large wetland area along the eastern portion of the Preliminary Plat as well <br />as a small wetland near the northern boundary of the Preliminary Plat. These wetlands fall under <br />the jurisdiction of the Lower Rum River Water Management Organization (LRRWMO). You <br />will need to submit a separate permit application to the LRRWMO for review and approval. A <br />wetland delineation will also be required to identify the wetland boundaries and to determine if any <br />additional wetlands exist on the property. <br />Stormwater Management: The first one (1) inch of rainfall must be infiltrated on site. The <br />Preliminary Plat submittal will need to address stormwater management for the entire site. See <br />the Engineering Review for more details. <br />Drainage and Utility Easements: All lots shall have a minimum of a ten (10) foot drainage <br />and utility easement adjacent to all road right-of-way and unplatted areas and five (5) feet along <br />all common property lines being platted. All wetlands will also need to be encumbered with <br />drainage and utility easements. The Final Plat must include all drainage and utility easements, <br />including over the wetlands. <br />Landscaping: Two trees per dwelling unit are required. Deciduous trees shall be a minimum of <br />one (1) inch caliper and evergreen trees shall be at least five (5) feet in height. The proposed <br />landscape plan includes two trees per lot with six (6) Black Hills Spruce at five (5) feet in height and six <br />(6) Silver Maples at one (1) in caliper. <br />Tree Preservation: At least forty percent (40%) of the inches of existing significant tree DBH <br />must be preserved on the overall site. If less then forty percent (40%) of the inches of existing <br />significant tree DBH are retained, restitution will be necessary. This could be either 1.25 inches <br />(diameter) of newly planted trees for each one (1) inch removed in excess of the threshold or a <br />payment of $125.00 for each one (1) inch removed in excess of the threshold, or some <br />combination thereof. Note that required landscaping can be used to satisfy the replanting <br />requirement. A detailed tree inventory, prepared by an ISA Certified Arborist or SAF Certified <br />Forester, shall be provided at the time of Preliminary Plat for all significant trees (defined <br />below). The inventory can be limited to just those trees within the limits of construction. The tree <br />preservation plan shall include the following: <br />• All oak trees and evergreen trees that are four (4) inches or greater in Diameter at <br />Breast Height (DBH) and all other deciduous trees that are eight (8) inches in greater <br />DBH shall be identified on the tree inventory (cumulatively referred to as significant <br />trees). <br />• Inventory shall include species, DBH, tree condition, whether the tree will be <br />preserved or remove, a tally of total significant tree DBH on site and how many DBH <br />inches will be removed and for what purpose (e.g. stormwater pond, road, etc). <br />• Inventory shall also identify location of tree save fencing, which shall be installed at <br />
