MEMORANDUM <br />DATE: November 18, 1994 <br />TO: Ramsey City Council <br />CC: Planning Commission <br />Ryan Schroeder, City Administrator <br />Sylvia Frolik, Zoning Administrator <br />Steve Jankowski, City Engineer <br />Jim Gromberg, Economic Development Coordinator <br />Bill Smith, Biko Associates <br />Steve Schwanke, RLK Associates <br />FROM: Economic Development Commission <br />SUBJECT: Proposed Comprehensive Land Use Plan Update <br />The Economic Development Commission met with RLK Associates and Biko Associates on <br />October 20, 1994. This meeting was scheduled after the joint meeting with the Planning <br />Commission on September 15, 1994. At the last joint meeting, certain information was brought up <br />that required additional background as to its basis. The minutes of the October 20, 1994 meeting <br />are attached for your review. <br />Based upon the information provided by the consultants and Commission discussions, the <br />Commission, as a unanimous body, recommended the approval of the attached Figure 8 for the <br />Comprehensive Land Use Plan. <br />This recommendation is based on the following criteria: <br />1) Right -of -Way acquisition and acquisition costs: <br />Easterly acquisition: 10.14 acres of right-of-way to acquire <br />Westerly acquisition: 26.6 acres of right-of-way to acquire <br />The cost of the right of way is directly related to amount of property that needs to be <br />purchased. <br />2) The bridge should be centrally located to facilitate the areas that will see the greatest <br />growth. <br />3) The easterly alignment will allow for the bridge corridor to have a limited impact on current <br />property uses and possible future land uses. The westerly alignment would disrupt the <br />development of the area south of Highway #10, as it continues to be slated for residential <br />development. <br />4) The easterly location will allow for better traffic flow by providing access to the north via <br />County Road #116 to both Armstrong Boulevard N.W. and Ramsey Boulevard N.W. <br />5) Surrounding communities are currently undecided as to the location of the bridge. The City <br />may be able to encourage the inclusion of this alignment in surrounding community's <br />Comprehensive Plans. <br />6) Either alignment will be required to have an elevated roadway which would cause <br />disruption of the possible residential uses in the westerly alignment. <br />
