EXECUTIVE SUMMARY Based upon a premise of amending the Ramsey Comprehensive Plan, the Planning Commission has been reviewing land use and transportation alternatives for several areas of the city. RLK Associates and BIKO Associates have been assisting the Commission in a process that began with a review of previous planning documents in January 1994. A subcommittee of the Planning Commission was formed and land use and transportation alternatives were discussed pertaining to the City in general and the Hwy. 10 corridor specifically Between January and March the consultants worked with the subcommittee on alternative land use scenarios, transportation corridors, and potential bridge locations. The subcommittee met with the consultants and City staff on a monthly basis and the results of the study were presented to the full Planning Commission on April 21, 1994. The Commission requested modifications to the alternatives and a second review prior to forwarding any recommendations to the City Council. On May 19 the Planning Commission reviewed the land use and transportation alternative scenarios for a second time. The Commission then directed the consultants to prepare a final set of alternatives and recommendations to be presented at a joint meeting of the Commission and Ciry Council. The Commission also directed staff and the consultants to confer further and, if desired, prepare an additional alternative to reflect any issues that staff felt may require further attention. This report comprises the eight alternatives that have evolved out of the planning process. These alternatives are intended to form the foundation of amendments to the City of Ramsey Comprehensive Plan. Alternatives recommended to the City Council by the Planning Commission include: Figure 1 Figure 2, option C Figure 3 Figure 7 Each of these recommended alternatives are explained further in this report. The other alternatives for the Hwy. 10 corridor —Figures 4, 5, and 6—are not recommended by the Planning Commission. They are presented and explained in this document to provide background information.
