ATTACHMENT B <br />City of Ramsey <br />Proposed Goals for Mississippi River Bridge <br />1. To facilitate the reduction of traffic congestion on TH-l0. <br />?. To facilitate the highest and best use of land north and south of TH-10. <br />3. To develop Co. Rd. 116 as the city wide cast -west collector roadway north of TH-10. <br />4. To meet all federal, state and regional government requirements in locating and constricting <br />the Mississippi River Bridge. <br />5. To minimize the potential impact any Mississippi River bridge crossing may have on the <br />natural and built environments. <br />Ciry of Ramsey <br />Proposed Criteria for Mississippi River Bridge <br />Any Mississippi River bridge crossing should attempt to minimize the environmental impacts <br />on the Mississippi River specif rally and its surrounding environs and "built environment" in <br />general. <br />Any Mississippi River bridge crossing should minimize the need for Right -Of -Way (ROW) <br />acquisition <br />Any Mississippi River bridge crossing should minimize the potential to impact the existing <br />railroad corridor. <br />4. Any Mississippi River bridge crossing should minimize impact on existing residential <br />neighborhoods. <br />5. Any Mississippi River bridge crossing should terminate at an east -west collector road in the <br />City of Ramsey. <br />6. Any Mississippi River bridge crossing should be built from a source of muitijurisdictional <br />funds. <br />Any Mississippi River bridge crossing should attempt to incorporate a north frontage road <br />along TH-10. <br />Note: Discussion in April resulted in agreement that the criteria should be revised to indicate that a) <br />a primary focus should be a bridge's effect on Hwy. 10 and b) development potential of lands <br />along a bridge road should be considered a positive impact that can mitigate negative impacts. <br />
