i3iko
Associates
Memorandum
DA I E: June 3, 1994
TO: City of Ramsey Park and Recreation Commission
Mark Boos, Parks/Utilities Supervisor
Steven Jankowski, City Engineer
Steven Schwanke, RLK Associates
William Weber, BRW, Inc.
FROM: William Smith, Biko Associates, Inc.
RE: Preliminary Draft Trail Plan
PURPOSE
As part of the study currently underway to update the City of Ramsey Comprehensive Plan,
existing trail plan has been reviewed. Based on discussions with Mr. Mark Boos, City of
refinements have been made to the existing plan and proposed trails have been added. The
refinements and proposed additions to the plan are on display at the City Hall. Copies of the
display at 11 x 17 will be prepared for the June 9th Commission meeting.
The Preliminary Draft Trail Plan has been prepared for your review and comment. Based on
the discussion at the June 9th meeting, revisions to the plan may be suggested. It is hoped
the Commission will approve the plan and recommend adoption to City Council after the
revisions have been made.
The Preliminary Draft Trail Plan is also being presented to the Commission to demonstrate
relationships between the Land Use Plan, Thoroughfare Plan and the Trail Plan. These
relationships take many forms and present many opportunities. One such opportunity is
potential to include the width of off -road trails in open space dedications. Another
opportunity is inclusion of on -road trail widths in dedications or acquisitions for roadway
rights -of -way.
TRAIL SYS 1'LM GOALS
Goals taken from the City's 1991 Comprehensive Parks and Open Space Plan and
information from Mr. Mark Boos were used to develop the Preliminary Draft Trail Plan and
are presented below:
