Any Mississippi River bridge crossing should attempt to <br />minimize the environmental impacts on the Mississippi <br />River specifically and its surrounding environs and <br />"built environment" in general. <br />2. Any Mississippi River bridge crossing should minimize the <br />need for Right -Of -Way (ROW) acquisition. <br />3. Any Mississippi River bridge crossing should minimize the <br />potential to impact the existing railroad corridor. <br />4. Any Mississippi River bridge crossing should minimize <br />impact on existing residential neighborhoods. <br />5. Any Mississippi River bridge crossing should terminate at <br />an east -west collector road in the City of Ramsey. <br />6. Any Mississippi River bridge crossing should be built <br />from a source of multijurisdictional funds. <br />7.
