January 20, 1994 <br />Page 2 <br />Although Elk River did not address improvements to 173rd Avenue in its <br />transportation plan, staff did express interest in discussing a 173rd Avenue link into <br />Ramsey. As shown on the map of Elk River's transportation plan, 173rd Avenue <br />intersects TH 10 and swings north to 178th Avenue before intersecting Filmore. <br />Initial discussions with Elk River staff addressed the potential to extend Filmore to <br />the south so that a 173rd Avenue alignment from Ramsey could intersect Filmore. <br />A CR 63 extension west of CR 83 in Ramsey would follow the 173rd Avenue alignment <br />into Elk River. <br />CITY OF ANOKA <br />The City of Anoka is abouut to complete a land use and economic feasibility study for <br />the 300 acres that border Ramsey. The boundaries for the study are the city limits <br />to the west, CR 116 to the north, the Mineral Pond subdivision to the east, and the <br />Burlington Northern Railroad right-of-way to the south. McKinley Street runs <br />east/west approximately 1/8 mile north of the railroad right-of-way and is constructed <br />from TH 47 to the western edge of the subdivision. <br />The study is being conducted to determine appropriate zoning for the study area. <br />Residential, office, and industrial zoning are each under analysis. The study is <br />scheduled to be completed and adopted by mid -spring or early summer. <br />Based on expected study outcomes, the City of Anoka will not be interested in <br />extending McKinley Street to the west to link with a McKinley Street alignment in <br />Ramsey. There is consensus that the westernmost study area parcels should be zoned <br />for industrial development, and it is anticipated that the industrial users will want <br />access to the railroad right-of-way. An extended McKinley Street alignment would <br />prevent the direct access the city feels would be needed to market the parcels. (See <br />the draft study area map that has been attached to this memorandum.) <br />The map also shows the McKinley Street alignment that is under consideration for the <br />study area. It would essentially follow the western edge of the subdivision before <br />intersecting Thurston Avenue south of CR 116. <br />
