INTRODUCTION <br />This first working paper identifies the City of Ramsey's current transportation issues and <br />proposed, planned, and programmed transportation improvements. To prepare this report <br />the consultant reviewed previously published land use and transportation planning studies, <br />held discussions with City staff, and conducted field surveys. <br />PURPOSE <br />This working paper documents inventory, data gathering, and review of previous plans and <br />studies on the City of Ramsey's transportation system. The background information is useful <br />to the study for the following reasons: <br />• Provides a starting point and defines a base condition for analysis and planning <br />• Identifies inconsistencies in previous planning studies <br />• Eliminates the possibility that previous analysis and planning efforts will be <br />duplicated and, thus, increases the efficiency of this planning study <br />• Ensures that alternative improvement concepts developed in this study will be <br />coordinated with those that have already been proposed or planned <br />SCOPE <br />The scope of previous plans and studies included the following: <br />• 1980 Comprehensive Plan <br />• Highway 10 Corridor Study <br />• 1990 Anoka County Transportation Plan and 1991 Update <br />• Comprehensive Plan Amendment from 1990 <br />• City of Ramsey Capital Improvement Program (1993 - 1999) <br />• Anoka County Five -Year Highway Improvement Plan (1993) <br />• Metropolitan Council Transportation Development Guide/Policy Plan and Mn/DOT <br />Transportation Improvement Program <br />• Anoka County Comprehensive LRT Plan <br />• RTB Five -Year Plan <br />The scope of transportation facilities and modes addressed in this report covered roadways, <br />vehicles, and public transportation. <br />Working Paper #1 <br />City of Ramsey Comprehensive Plan Update <br />Transportation Plan Element <br />Page 1 <br />
