Both alignments have potential impacts upon existing land uses. In many cases, <br />these land uses are not the highest and best use for these properties. <br />There are critical rivers, wetland, and habitat impacts in both alignments. Final <br />alignments and land uses would have to be sensitive to these issues. <br />Both alignments tie into existing and developing commercial/industrial areas <br />east of Ramsey Boulevard N.W. The eastern alignment provides more direct <br />access, the western alignment is one mile further west. Development of the <br />commercial/industrial area east of Ramsey Boulevard N.W. is underway. <br />Development of land uses west of there having some level of permanence is more <br />speculative. <br />Both alignments have various route options within the City of Dayton. The <br />western alignment is generally associated with Hennepin County Road #13. The <br />eastern alignment is generally associated with Hennepin County Road #121. Both <br />alignments have the potential for resident objection now and in the future in <br />Dayton. Both alignments have alternative routes to pursue in Dayton. <br />The western alignment is more centrally located on Trunk Highway #10 between <br />Trunk Highway #169 and Trunk Highway #101. The eastern alignment is more <br />centrally located between these two highways where they intersect with 610/94 and <br />between the eastern and western borders of Ramsey. <br />Construction of the contemplated bridge is likely not to occur for some period of <br />time. This project is currently not listed in Mn/DOT's 2020 construction schedule. <br />It is in Anoka County's 2020 plan, but we are told it is not in Hennepin County's <br />2020 construction plan. It is most likely that those three parties, plus Ramsey, <br />Dayton, and the Metropolitan Council would need to all agree on the alignment <br />and cost sharing prior to actual construction. <br />Reservation of both alignments at this time allows for continued review, research <br />and collaboration between now and when the area west of Ramsey Boulevard <br />N.W. is brought into the MUSA. At that time, it must be absolutely determined if <br />land is to be set aside in a given location. It makes sense to provide for both <br />alignments within our collector system while (and perhaps after), these <br />discussions continue. <br />/ccr <br />
