Testimony at Hearing by Ramsey City Council <br />on Proposed Comprehensive Plan (continued) <br />The reason for this service road request is that Mr. Torkelson also <br />made an agreement with Herb & Marcella Huseby (former owners of the <br />park land, who have a life estate) that a road would not come across <br />the park. (I think I may at some time be able to straighten this out <br />for you if you want.) <br />The service road is important because, without U.S. #10 access which <br />will at some point be taken from me if the bridge location is changed, <br />residential development of my 45.9 acres will be blighted, because its <br />only access to and from my present land will be through an industrial <br />neighborhood. <br />Finally, I recommend that service road across the park (and my land, <br />if you designate it as "Mixed Residential") should be located adjacent <br />to U.S. #10 right of way. It will merely detract from the value of <br />these uses to be set back from the highway to allow highway frontage <br />sites. <br />Also, I ask that you notify the Anoka County Parks Department that <br />Ramsey will no longer prohibit the Parks Department from acquiring my <br />45.9 acres, so that they can become a bidder for the property. <br />My comments are, of course, to advocate my self interest. However, <br />you should understand that they are based on my opinion and knowledge <br />as a professional. I have been a real estate appraiser and analyst <br />for almost 35 years, having represented cities in Minnesota, as well <br />as important clients. I have served as an appraiser and court <br />appointed Commissioner in condemnations for many years. I am also an <br />MAI, Member of the Appraisal Institute. <br />mes M.
