COMPREHENSIVE PLAN AMENDMENT, 1990
The City requested as part of this plan amendment adding 405
acres to the MUSA. On July 31, 1989, the Metropolitan Council
approved adding 200 acres to the MUSA, and committed to adding
the remaining 205 acres to the MUSA after the City adopted three
policies that:
1. Regulated rural residential development density.
2. Prohibited on-site sewer systems in the MUSA.
3. Required connecting residential and commercial uses in the
MUSA to the municipal sewer system when it became available.
The City of Ramsey amended its comprehensive plan and adopted
ordinances to implement these development policies in 1989. As
part of these policies, the City adopted four development
districts as shown in figure 5. These districts included:
1. Metropolitan Urban Service Area, where the City committed to
providing the full range of public services, and employment
and business opportunities. The City committed to
supporting and encouraging growth and development in this
development district.
2. Urban Reserve Area, is the area between the MUSA and the
City's designated urban area boundary. This is the area
where future MUSA expansions would logically occur. The
City committed to preserving this area for the orderly and
economic expansion of urban services.
3. Rural Transition Area, is the area abutting the urban
reserve area and is predominantly one to two and a half
(2.5) acre residential lots. It is not anticipated that
sanitary sewer would be extend to this area for the
foreseeable future.
4. Rural Service Area, is the remainder of the City. This area
provides for long term, large lot (1 unit per 10 acres)
residential use and agricultural or open space areas.
Working Paper #1
City of Ramsey Comprehensive P1 an Update
Land Use Element 14
