Councilmember Tossey stated human trafficking is abhorrent but this ordinance will not solve <br />that problem. Instead, it will drive that activity deeper underground and into private dwellings. <br />He stated another layer of government will be expensive, involve licensing, monitoring, and <br />possibly another employee. He suggested the County Board pass this regulation, not the City. <br />City Administrator Ulrich stated the County would like uniform regulations across Anoka <br />County. <br />Police Chief Way explained that to create uniformity, each municipality within the County <br />would have to agree. , He clarified that the Anoka County Criminal Investigative Division is <br />requesting this resolution, not the Anoka County Board. With this ordinance, the business could <br />be closed. He stated Blaine and Coon Rapids have already adopted this type of ordinance. <br />Mayor Pro Tem Backous noted this type of business will probably locate /relocate in a <br />municipality that does not have such an ordinance. <br />Councilmembers LeTourneau and Johns and Mayor Pro Tem Backous supported continued <br />consideration of this ordinance. <br />Councilmembers Tossey and Riley supported bringing this ordinance amendment before the <br />Council as a regular agenda item. <br />The consensus of the Council was to direct staff to draft an ordinance licensing massage <br />establishments and massage therapists for the Council's consideration at a future Regular <br />Meeting. <br />3.
