Development Services Manager Gladhill presented the Staff Report stating the City has received <br />a request from Karl Janzen, registered agent for Ramsey Raceway, LLC. The Applicant currently <br />operates Ramsey Raceway at 14550 Armstrong Blvd NW. The City granted an Interim Use <br />Permit to Ramsey Raceway, as the proposed use was determined to be an acceptable interim use <br />of the site until such time it was needed for roadway purposes. The current site is owned by the <br />City, and is needed for the future Armstrong Interchange, anticipated to commence construction <br />in late 2014 or early 2015. The Applicant has been in discussions with Anoka County regarding <br />a parcel owned by Anoka County located west of Llama Street, south of Highway 10 (Anoka <br />County PID: 29-32-25-14-0014). Anoka County had originally acquired this parcel for purposes <br />of a future roadway crossing of the Mississippi River into the City of Dayton. This future river <br />crossing is noted in the Comprehensive Plans for both the City and the County. However, the <br />exact timing and alignment is undetermined at this time. With that in mind, Anoka County has <br />expressed interest in allowing Ramsey Raceway to relocate to this site, at least for an interim <br />period of time. Staff further discussed the request and requested feedback from the Commission. <br />Commission Business <br />Carl Janzen, 9131-178th Avenue NW, explained that Ramsey Raceway has outgrown its current <br />space. He indicated the new location would improve safety and increase the driving space for the <br />go karts. The new location was described further with the Commission. He commented that <br />90% of his patrons were children under the age of 16. <br />Commissioner Brauer asked if the new site would be large enough to hold regional races. Mr. <br />Janzen anticipated that the new location would allow for regional races as it would have enough <br />space for parking and fans. <br />Mr. Janzen reported he was requesting an Interim Use Permit as he was renting the land from <br />Anoka County. For this reason, Class V would be used for the parking lot and not asphalt. <br />Development Services Manager Gladhill recommended the Commission consider the future land <br />use goals of the City when consider this request. <br />Commissioner Brauer asked if noise would be a concern. Mr. Janzen explained noise has not <br />been a concern. <br />Chairperson Levine thanked the applicant for his presentation.
