<br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #14-06-123 <br /> <br />RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH <br />BARNA, GUZY AND STEFFEN TO DRAFT A JOINT POWERS AGREEMENT FOR <br />SHARED FIRE SERVICES <br /> <br /> WHEREAS, <br />the Shared Fire Service Study Group, known as the Rum River Regional Fire <br />Study Group, which includes the cities of Bethel, Nowthen, Ramsey and St Francis has held <br />scheduled meetings on a regular basis since October 2011; and <br /> <br /> WHEREAS, <br />the City of Ramsey had the following member participate in the Shared Fire <br />Service Study Group; Mayor Strommen, Fire Chief Dean Kapler, City Administrator Kurt Ulrich, <br />and Firefighter Shane Swedeen; and <br /> <br />WHEREAS, <br /> all cities mutually adopted a resolution to continue efforts towards a shared <br />fire service and <br /> <br />WHEREAS, <br /> the “Rum River Regional Fire” Study group applied for and received a grant <br />for a feasibility study for shared or cooperative fire and emergency services; and <br /> <br />WHEREAS, <br /> the feasibility study was completed and the results were presented to a <br />meeting of the five city councils on June 26, 2013, and <br /> <br />WHEREAS, <br /> the feasibility study and the Fire Service Study Group both acknowledge a <br />main issue to address: Creating a draft joint powers agreement (JPA) which would include <br />governance details; and <br /> <br />WHEREAS, <br /> the law firm of Barna, Guzy & Steffen, Ltd has provided a quote in the <br />amount of not to exceed $8000 to create a draft JPA; and <br /> <br />WHEREAS, <br /> the total of the not to exceed amount of $8000 will be distributed among the <br />cities using the weighted cost share model that the study group has endorsed, which is as follows: <br />Ramsey 67%, St Francis 21%, Nowthen 10%, and Bethel 2%. This equates to $5360 for Ramsey, <br />$1680 for St. Francis, $800 for Nowthen and $160 for Bethel. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA CONTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1) That the Ramsey City Council hereby approves entering into a proposal with Barna, Guzy <br /> & Steffen to create a draft joint powers agreement. <br /> <br />2) That the Ramsey City Council hereby authorizes the Mayor and the City Clerk to sign such <br /> proposals. <br /> <br />
