Councilmember introduced the following resolution and moved for its adoption: RESOLUTION 14-07-137 RESOLUTION APPROVING A CONTRACT WITH PINE HEIGHTS ENTERPRISES, LTD., FOR BUILDING PERMIT PLAN REVIEW AND INSPECTION SERVICES WHEREAS, the City employs a full-time Building Official and Building Inspection Technician and contracts with Inspectron, Inc. for assistance in administering the Minnesota State Building Code; and WHEREAS, based on building permit levels, plan review needs, and inspection needs, in conjunction with available Staffing levels, the City is in need of temporary assistance to administer the Minnesota State Building Code; and WHEREAS, the has sought quotes for contracted building inspection and plan review needs and attempted to recruit for a temporary Building Inspector; and WHEREAS, Pine Heights Enterprises, LTD, has offered to provide these services on an as needed basis; and WHEREAS, appropriate revenues and expenses have been budgeted for these activities in 2014; and WHEREAS, the City will only utilize these services on an as -needed basis provided that appropriate revenue from Building Permits is sustained and only if the City is not able to meet the Strategic Plan Metrics of 24-48 hour Inspection Window and 5-10 Business Day Plan Review for Standard Permits; and WHEREAS, these expenses were budgeted with the 2014 General Fund Budget and are paid for through rates and charges collected with Building Permit Applications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY , STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves a contract with Pine Heights Enterprises, LTD, for building inspection and plan review services. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same:
