4.10: Adopt Resolution #14 -07 -137 Approving Contract with Pine Heights Enterprises, LTD, <br />for Building Inspection and Plan Review Services <br />4.11 Adopt Resolution #14 -07 -130 Appointing Election Judges for the Primary Election on <br />August 12, 2014 <br />4.12: Adopt Resolution #14 -07 -133 Ordering Preparation of Final Design Plans and <br />Specifications for City Improvement Project #14 -28 Municipal Parking Ramp Equipment <br />Enclosure Improvements <br />4.13: Report from the Public Works Committee Meeting: <br />1) Review Updated Estimated Cost for Reconstructing Andrie Street — Ratify the <br />recommendation of the Public Works Committee to delay further consideration <br />until the Assessment Policy is determined and additional information is received <br />from MSA. <br />2) Consider Recommending City Council Approval of Modifications to Stormwater <br />Management Permits, Plans, and Ordinances — Ratify the recommendation of the <br />Public Works Committee to approve the language modifications to the City's <br />stormwater management permits, plans, and ordinances, as presented. <br />4:14: Consider Request for Use of Two (2), 200 - square foot temporary signs on City -owned <br />Parcels to Promote Game Fair; Case of Charles Delaney. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers LeTourneau, Kuzma, <br />Johns, Riley, and Tossey. Voting No: None. Absent: Mayor Strommen. <br />5. APPROVE AGENDA <br />Motion by Councilmember Tossey, seconded by Councilmember Riley, to approve the agenda as <br />presented. <br />Motion carried. Voting Yes: Mayor Pro Tem Backous, Councilmembers Tossey, Riley, Johns, <br />Kuzma, and LeTourneau. Voting No: None. Absent: Mayor Strommen. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Introduce Ordinance #14 -07 Amending Charter Chapter 8 — Public Improvements <br />and Special Assessments <br />City Attorney Langel reviewed the staff report and presented the recommendation of the Charter <br />Commission to introduce an ordinance amending Charter Chapter 8 reducing the percentage of <br />petition against a Council- initiated improvement project with special assessments from greater <br />than 50% to 60% or more in order to stop the project. No other modifications to Section 8.4.5 <br />were approved. It was noted this consideration was for first reading, not final approval, and if <br />introduced, a public hearing would be scheduled for August of 2014. City Engineer Langel <br />advised this amendment was proposed under Minnesota Statutes, Section 410.12, subdivision 7, <br />City Council Z July 8, 2014 <br />Page 4 of 7 <br />
