CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Alpine Woods <br /> <br />By: Pa~ck Trudgeon, AICP, Assistant Community Development Director <br /> <br />Background: <br /> <br />Oakwood Land Development is proposing to create 27 urban single-family lots on six existing <br />parcels (Lot 1, Block 2 of High Point 2nd Addition along with five metes-and-bounds lots to <br />the south) generally located on Sunfish Lake Boulevard and 153rd Lane NW.. There are a <br />total 0£6 existing homes on the subject property; 4 will remain after development. As <br />proposed, the plat will require a Comprehensive Plan Amendment to extend the Metropolitan <br />Urban Service Area to include the subject property. <br /> <br />All the proposed lots appear to meet urban single-family standards for lot width, size, and <br />frontage on a public road. There are substantial wetlands on the proposed plat that will need to <br />be delineated and encumbered with drainage and utility easements on the preliminary and <br />final plats. The proposed plat will be subject to density transition requirements located in City <br />Code, as well as the newly adopted Tree Preservation ordinance. <br /> <br />The proposed plat will gain access from 153rd Lane NW and Sunfish Lake Blvd. The Sunfish <br />Lake Blvd. access will line up with the new access being created for the Alpine Acres <br />development on the east side of Sunfish Lake Blvd. The proposal also provides for a future <br />connection to the remainder of High Point 2nd Addition to the north. Staff`is requesting that <br />the applicant explore the possibility of providing a stub street to serve the lots in the <br />southeastern portion of the plat, should they develop in the future. The proposed cul-de-sac <br />does not exceed the 600-ft. length restriction. <br /> <br />The Planning Commission reviewed the sketch plan at their December 4' 2003 meeting. The <br />Commission raised concern regarding expanding the Metropolitan Urban Service Area <br />(MUSA) west of Sunfish Lake Blvd. feeling that the City was approaching sewer expansion in <br />a piecemeal fashion. Staff discussed with the Planning Commission the fact that two <br />feasibility studies are currently being undertaken to expand the MUSA and service to the north <br />including the area of the proposed Alpine Woods.
