CITY COUNCIL WORK SESSION <br />Topic Report: Ramsey Town Center 2nd Addition <br />By: Patrick Trudgeon, AICP, Assistant Community Development Director <br />Background: <br /> <br />Ramsey Town Center LLC and D.R. Horton Homes have submitted a sketch plan to develop <br />98 townhome and condominiums on 7.96 acres contained in Outlot BB of the Ramsey Town <br />Center Addition Final Plat. The proposed development will take place north of the recently <br />approved P.A.C.T. Charter School and the proposed East Ramsey Parkway. <br /> <br />The subject property is currently zoned Town Center-4b Neighborhood District (TC-4b). The <br />TC-4b District allows for residential uses at a net density of up to 15 units per acre. The <br />sketch plan shows a net density of 12.1 units per acre. <br /> <br />The sketch plan shows 74 townhomes in 14 separate buildings. (3 four-unit buildings, 4 five- <br />unit buildings, and 7 six-unit buildings). The 22 condominiums are located in three buildings <br />(1 six-unit building and 2 eight-unit buildings). Detailed plans and elevations of these units <br />will be provided as part of the site plan approval process. <br /> <br />There were several items that Staff raised as part of the Sketch Review as outlined in the City Staff <br />Review letter dated November 26, 2003. (See attached letter). At their December 4, 2003 meeting, <br />the Planning Commission reviewed these items. The Planning Commission stated that they would <br />like to have some more green space on the east side of the development and they were comfortable <br />with the use of private and public streets as recommended by City Staff. They noted some concern <br />regarding the driveway lengths but recognized that longer driveways conflicted with the maximum <br />setback of 20 feet contained in the Town Center Zoning District. The Planning Commission felt the <br />shorter driveways may be acceptable, but Staff should bring back some rationale on why they <br />should be allowed. <br /> <br />The Planning Commission recommended that the City Council approve the sketch plan of <br />Ramsey Town Center 2na Addition as presented at Planning Commission meeting, contingent <br />upon compliance with City Staff Review Letter dated November 26, 2003 and design changes <br />discussed, including expanding green space on the eastem half. <br /> <br />Staffhas included a copy of the submitted prelhninary plat received on December 29, 2003. The <br />Developer attempted to revise the plan based on Staffand Planning Commission input. It should be <br />pointed out that staffhas not had a chance to review the plat. However, the preliminary plat is <br />provided for your information. The preliminary plat will be reviewed by the Planning Commission <br />at their February 5, 2004 meeting. <br /> <br /> <br />
