Councilmember Riley stated in the past the Council gave direction to have a bike lane on the <br />road and questioned whether staff is asking to do that feasibility study. <br /> <br />City Engineer Westby stated if the Public Works Committee is comfortable with the on-road <br />bike lane or a certain road width design, staff can narrow its focus on those costs and how <br />funding may work. <br /> <br />Acting Chairperson Kuzma stated he thinks sidewalks will be a problem. <br /> <br />Councilmember Riley agreed and stated that direction had already been given. <br /> <br />Acting Chairperson Kuzma stated he thinks the on-road bicycle lane is a good compromise and <br />should proceed but the assessment will be another issue. <br /> <br />Mayor Strommen stated she is troubled by the statement regarding the large commercial vehicle <br />traffic that uses this road to bypass the weigh station. She noted that type of truck traffic speeds <br />deterioration and she is concerned that the City may have to bear that cost. <br /> <br />Acting Chairperson Kuzma stated he does not think truck traffic is that large of an issue, noting <br />the trucks use Armstrong and Alpine more often. <br /> <br />City Engineer Westby stated Jarvis Street, on the Elk River side, is an industrial property so <br />those trucks may be looking for a route to get back on the Highway. <br /> <br />Acting Chairperson Kuzma stated construction is almost complete and he is not seeing that many <br />trucks cutting through. <br /> <br />The consensus of the Public Works Committee was for no sidewalk and for staff to focus on a <br />36-foot street width with an on-road bicycle lane. <br /> <br />5.02: Consider Developing a Draft Special Assessments Policy <br /> <br />City Engineer Westby presented the staff report and described the alternatives for assessing as <br />detailed in the sample policy, noting it is a good starting point. He then referenced the Special <br />Assessments Guide developed and distributed by the League of Minnesota Cities (LMC) that <br />improvements, the process that must be followed, and other relevant information and website <br />links that would aid in developing an Assessment Policy for Ramsey. <br /> <br />Acting Chairperson Kuzma asked whether staff had contacted area communities to learn about <br />their method of assessment. <br /> <br />City Engineer Westby answered in the affirmative.
