This is an Anoka County road; however, the City enforces the speed limit. <br /> <br />Councilmember Riley stated the City cannot change the speed limit on this roadway so he thinks <br />this is not a City problem to solve. <br /> <br />Mayor Strommen stated if it ps, the City should <br />initiate the process but the question is whether to allow one resident to move the process <br />forward. She stated requiring a petition by five residents is consistent with what is done for other <br />considerations, such as for stop signs. <br /> <br />Councilmember Riley stated he does not think even the request of five should involve the City so <br />if it comes forward to the Council, he will vote no because he thinks <br />to solve. <br /> <br />Vice Chairperson Kuzma stated if a petition by five is the normal course followed, he would <br /> <br /> <br />The majority consensus of the Public Works Committee was to require that the Traffic Control <br />Modification Policy be followed and require a petition from five property owners or residents in <br />the affected area before sending the Speed Zone Study forward to Anoka County. <br /> <br />5.04: Consider Crosswalk Installation Cost and Options <br /> <br />Public Works Superintendent Riemer displayed pictures and described three options for <br />crosswalk signs equipped with flashing lights as detailed in the staff report. He presented costs <br />for each option, noting the flashing lights would alert motorists of the approaching crosswalk. <br />Public Works Superintendent Riemer recommended using the pedestrian activated crosswalk <br />locations. This recommendation is based on the reasoning that if the motorist continually sees <br />the flashing lights, but never encounters pedestrians in the crosswalk, the effectiveness of the <br />flashing lights will be lost. He also recommended that this type of sign, if approved, be used <br />consistently throughout Ramsey. <br /> <br />Vice Chairperson Kuzma asked about the potential number of signs. <br /> <br />Public Works Superintendent Riemer estimated 20 with a cost of $6,500 for each. <br /> <br />Councilmember Riley stated with the Armstrong Boulevard crossing, the City asked Anoka <br />County to contribute towards the cost. <br /> <br />Public Works Superintendent Riemer stated the City is waiting for that answer as that project is <br />not yet completed. <br /> <br />Councilmember Riley noted this request will probably be received more often on County <br />roadways and asked if grants are available. <br />Public Works Committee / May 20, 2014 <br />Page 5 of 8 <br />
