5. COMMITTEE BUSINESS <br /> <br />5.01: For Discussion: Receive Update on Highway 10 Access Planning Study and Discuss <br />Potential Future Land Use Outcome <br /> <br />Development Services Manager Gladhill reviewed the staff report and updated the Public Works <br />Committee on the status of the Highway 10 Access Planning Study. He stated he and City <br />Engineer Westby have been attending the Study Advisory Group and it is expected that the <br />Highway 10 Access Planning Study will be completed in June. He advised that most of the <br /> <br />the Village Bank Plat request (confirm the Planning Commission recommendation) and the PSD <br />) site. Development Services Manager Gladhill stated the priorities of the <br />Study are access management, uninterrupted westbound flow, and uninterrupted eastbound flow. <br />The firm of Bolton and Menk will provide a broader presentation before the Council in June. <br /> <br />Development Services Manager Gladhill presented the Village Bank sketch plan and referenced <br />a site plan depicting the proposed plat and surrounding properties. He described surrounding <br />roadways and indicated this area is not guided for residential so consideration would involve a <br />Comprehensive Plan amendment. Development Services Manager Gladhill then presented a <br />second sketch option that created a frontage road instead of a backage road. The Planning <br />Commission considered the plat but postponed further action until the Highway 10 Access <br />Planning Study is completed. <br /> <br />Development Services Manager Gladhill stated the property owner is interested in doing <br />something so the Planning Commission suggested they consider the surrounding land uses and <br />what would be the most appropriate land use for this site. He described the impact should direct <br />Highway 10 access be eliminated and challenge created to access nearby properties. <br />Development Services Manager Gladhill reviewed the issues that will be further studied relating <br />to the Village Bank sketch plan. <br /> <br />Development Services Manager d <br />advised that PSD is opposed to a cloverleaf access as it will create conflict with their proposed <br />concept. He stated staff has relayed this concern to Mn/DOT and Bolton and Menk and asked <br />the Public Works Committee to provide input on preferred road connection/access to that site. <br /> <br />Councilmember Riley stated with the Village Bank plat, he agrees it makes sense to delay <br />consideration until the Highway 10 Access Planning Study is completed. <br /> <br />Development Services Manager Gladhill reviewed zoning classification of the surrounding sites. <br /> <br />Councilmember Kuzma asked if the road alignment exists today. <br /> <br />Development Services Manager Gladhill advised it does not, it is a proposed alignment. <br /> <br />Chairperson Backous stated he reviewed the Planning Commission discussion and understands <br />Lano Equipment does not support the road alignment. <br />Public Works Committee / April 15, 2014 <br />Page 2 of 12 <br />
