Councilmember Riley stated he agrees that the crosswalk should be moved to Helium since it
would be aligned with the street.

Chairperson Backous stated there may be need for a second crosswalk because pedestrians will
continue to cross at Krypton Street. He noted that crosswalks are a lower cost than constructing
a trail and the property owners do not want a trail.

City Engineer Westby estimated the two points are 450 feet apart.

Chairperson Backous stated the biggest user of the crosswalks will be school-aged children.

Councilmember Riley stated there may be more coming from the townhomes at Helium than
using Krypton Street.

Public Works Superintendent Riemer stated it costs about $1,200 to sign and stripe a crosswalk
and the funds would be from the Street Fund.

Chairperson Backous asked if the argument could be made to use Park Funds.

Public Works Superintendent Riemer stated that may be an option and indicated the signs are
created in house.

City Engineer Westby reminded the Public Works Committee that the Council had indicated that
when a City-owned property is sold, those funds would go to the Park Trust Fund.

Chairperson Backous stated he does not think one crosswalk is adequate and referenced
information relating to safety that had been provided by a child who was struck by a vehicle.

The Public Works Committee discussed whether two crosswalks were needed if 150 yards apart.

Public Works Superintendent Riemer estimated it will cost $5-6,000 for a lighted crosswalk. He
stated the north side does not have curb cuts so that will be an additional cost for a crosswalk.

Councilmember Riley noted there is a trail on the south side.

City Engineer Westby stated it is only a dirt pathway where people have been walking.

Chairperson Backous stated his concern is for the safety of children walking to school and in this
case, the path of least resistance is to install two crosswalks.

Jim Hirschman, 5859 Alpine Drive NW, stated he never sees children walking to school and the
path is only used in the evening by walkers or on the weekend by younger families with children.
He stated it is worth spending $1,200 and to increase enforcement.

Public Works Committee / April 15, 2014
