G. Business practices, or conduct, deemed by the issuing authority to be contrary to the best <br /> interests, or safety, of the public. <br /> <br />H. Violation within the preceding five (5) years, of any law relating to theft, damage or <br /> trespass to property, sale of a controlled substance, or operation of a business. <br /> <br />1. The owner of the premises licensed or to be licensed would not qualify for a license <br /> under the terms of this Section. <br /> <br />7.13.17 Off-site storage. Upon written request, the police chief may approve an off-site locked and <br />secured storage facility. The pawnbroker shall permit inspection of the facility in accordance with <br />section 7.13.05. All provisions of this Section regarding record keeping and reporting apply to the <br />facility and its contents. Property shall be stored in compliance with all provisions of the city code. The <br />pawnbroker must either own the building in which the business is conducted, and any approved off-site <br />storage facility, or have a lease on the business premises. <br /> <br />7.13.18. Business at only one place. A license under this Section authorizes the licensee to carry on its <br />business only at the permanent place of business designated in the license. However, upon written <br />request, the City may approve an off-site locked and secured storage facility. The licensee shall permit <br />inspection of the facility in accordance with (INSPECTION OF ITEMS). All provisions of this Section <br />regarding record keeping and reporting apply to the facility and its contents. Property shall be stored in <br />compliance with all provisions of the city code. The licensee must either own the building in which the <br />business is conducted, and any approved off-site storage facility, or have a lease on the business premise <br />that extends for more than six (6) months. <br /> <br />7.13.19 Separability. Should any Section, section, subsection, clause or other provision of this <br />ordinance be declared by a court of competent jurisdiction to be invalid, such decision shall not effect <br />the validity of the ordinance as a whole or any part other than the part so declared invalid. <br /> <br />SECTION 2. SUMMARY <br /> <br />The following is an official summary of Ordinance #03-50 amending Chapter 7 of the Ramsey City <br />Code, entitled "Licensing and Permits". The adoption of this ordinance removes any language relating <br />to second hand goods dealers, adds language relating to the annual fee for pawnshops and adds language <br />relating to implementation of the Automated Pawn System (a computer program). A complete copy of <br />the ordinance is available for review at Ramsey City Hall. <br /> <br />SECTION 3. EFFECTIVE DATE <br /> <br />This Ordinance becomes effective upon its passage and thirty (30) days after its publication according to <br />law, subject to City Charter Provision, Section 5.04. <br /> <br /> <br />
