A serial number, identification number, model number, owner applied <br />identifier or engraving, "Operation ID" number or symbol, or other unique marking. <br /> <br />7.13.02 General <br /> <br /> Subdivision 1. Purpose. The Council finds that pawnbrokers potentially provide an <br />opportunity for the commission of crimes and their concealment because such businesses have the <br />ability to receive and transfer stolen property easily and quickly. The Council also finds that consumer <br />protection regulation is warranted in transactions involving pawnbrokers. The purpose of this Section is <br />therefore to prevent pawn broking from being used as facilities for commission of crimes and to assure <br />that such businesses comply with basic consumer protection standards, thereby protecting the public <br />health, safety, and general welfare of the citizens of the City. <br /> <br />Provisions of State Law Adopted. The provisions of Minnesota Statutes Chapter <br />325J and as amended from time to time are hereby adopted by reference as if fully <br />set forth at this point. <br /> <br /> Subd. 2. License Required. No person, partnership, or corporation shall engage in <br />or carry on the business of a Pawnbroker, without a license issued by the City, for each and every <br />separate office or place of business operated by such licensee in the City. The annual fee for such <br />license shall be set by Council resolution. <br /> <br />A license under this Section shall authorize the licensee to carry on its business only at the permanent <br />place of business designated in the license. No license may be transferred to a different location or a <br />different licensee. <br /> <br /> Subd. 3. APS Established. To help the police department better regulate current <br />and future pawn businesses, decrease and stabilize costs associated with the regulation of the pawn <br />industry, and increase identification of criminal activities in the pawn industry through the timely <br />collection and sharing of pawn transaction information, this Section also implements and establishes the <br />use of the automated pawn system (APS). <br /> <br /> Subd. 4. License Limitation. No more than three (3) pawnbroker licensed <br />businesses shall be permitted by the City at any one time. Priority shall be given to qualified applicants <br />for renewal of existing licenses. <br /> <br />Subd. <br /> <br />a. <br /> <br />b. <br /> <br />5 License Fee. <br /> <br />The annual license fees for licenses issued under this Section shall be $3,000.00. <br /> <br />The billable transaction license fee shall reflect the cost of processing transactions <br />and other related regulatory expenses as determined by the city council, and shall <br />be reviewed and adjusted, if necessary by resolution. Licensees shall be notified <br />in writing thirty (30) days before any adjustment is implemented. <br /> <br /> <br />
