Amendment, Staff will bring forward a Zoning Ordinance Amendment for Planning Commission <br />and City Council consideration (November /December). <br />(2) NO SITE CONTAMINATION: In 2013, the EDA directed staff to certify the old municipal <br />center site as "Shovel- Ready" via a State economic development program. The purpose of this <br />program is to gather a large pool of site information needed by developers as they consider <br />potential sites for projects. As part of this process, a potential site contamination was found during <br />a Phase II Environmental test. After nine months of working with the MPCA, this site has been <br />awarded a "site- closure - letter" from the State. Meaning, the potential site contamination found in <br />the Phase II Environmental test was found to be irrelevant and insubstantial —the site is now clear. <br />CSAH 5 /Alpine Drive. Anoka County has awarded a construction contract to North Valley, Inc. <br />for constructing the CSAH 5/Nowthen Boulevard and Alpine Drive Intersection Improvements <br />project. This project includes the installation of a signal system and dedicated turn lanes on each <br />of the intersecting legs. The north end of old CSAH 5 will also be reconstructed to reduce the <br />slope of the road approaching CSAH 5/Nowthen Boulevard. The City also awarded a contract for <br />constructing watermain improvements along Alpine Drive, east of CSAH 5/Nowthen Boulevard, <br />which will occur in conjunction with Anoka County's project to minimize costs and impacts to <br />motorists. Work on the project is scheduled to begin Tuesday, September 2na <br />The general contractor assigned to this project, North Valley INC., has requested use of the old <br />municipal center site to locate a construction management trailer and employee parking. In <br />working with all City departments, the City attorney, and the general contractor, a workable <br />solution was found. Staff required the general contractor to enter into an indemnification <br />agreement and provide public liability insurance; among other items. Attached to this update is <br />the agreement. If the City Council would like to discuss this topic in detail, please contact the City <br />Administrator and a case will be added to the next Council agenda. Attached to the Weekly Update <br />is the North Valley Indemnification Agreement for Use of the Former Municipal Center. <br />City Improvement Project Updates <br />• Riverdale Drive Extension/Reconstruction; Armstrong Boulevard to Traprock Street - <br />o Work on this project is scheduled to start within the next week or so. <br />o A construction update letter was mailed to the residential and commercial <br />properties that will be directly impacted by construction. <br />o The first stage of construction will require Armstrong Boulevard to be closed to <br />traffic for 2 to 3 weeks from Highway 10 to Riverdale Drive, including the <br />intersection with Riverdale Drive. <br />o Detour routes will be provided throughout construction to allow access to all <br />properties. <br />o Construction is proposed to be substantially complete this fall, meaning all streets <br />will be open to traffic before winter. <br />o More information on this project is available on -line at <br />www.cityoframsey.com/Riverdaledrive. <br />• Center Street Improvements - <br />o Bids for constructing this project will be opened on Friday,- September 5 10 arn. <br />Our Mission: To work together to responsibly grow our community, and to provide quality, cost - effective, and efficient government services <br />
