Last revised July 24, 2014 <br />• Recognize local efforts to further Fair Housing and by including Fair Housing elements in the <br />Housing Performance Scores <br />• Provide data and analysis to inform regional conversations about the distribution of poverty and <br />where people of color live, including annually updating which census tracts are Areas of <br />Concentrated Poverty or Racially Concentrated Areas of Poverty and offering to serve as the <br />data partner to the Fair Housing Implementation Council for the 2015 update of the Regional <br />Analysis of Impediments <br />Build wealth and expand investment in Areas of Concentrated Poverty <br />Every Twin Cities resident deserves to live in a community rich with opportunity. Building these <br />communities and achieving equitable outcomes in our region will require a sustained conversation that <br />embeds the objectives of equity into the region's practices and investments extending across multiple <br />jurisdictions and sectors. <br />Part II of this document described housing interventions associated with addressing Areas of <br />Concentrated Poverty, but fully addressing the need to build wealth and expanding investment extends <br />far beyond housing policy. To do so, the region needs a process that brings together stakeholders with <br />different areas of interest and expertise, knowledge bases, and constituencies to allow for more <br />effective solutions and more coordinated investments. The process must also prioritize the wisdom of <br />low-income communities and communities of color in the process of shaping vision, developing plans, <br />and allocating resources in their own communities. <br />Through a series of public engagement sessions, in specific communities where more prominent <br />disparities exist in our region, we will partner with community stakeholders to co -develop <br />comprehensive plans for intensive, sustained, and aligned equity -driven investments and policies in <br />low-income communities and communities of color in the Twin Cities. <br />The Council looks forward to continued collaboration with the many regional partners, stakeholders, <br />and constituencies who are working on reducing disparities and expanding equity and opportunity in the <br />Twin Cities region, including state agencies, the Itasca Project, Generation Next, Everybody In, local <br />governments, and many others. For our region to thrive, all parts of our region must prosper. <br />Council role <br />• Work to mitigate Areas of Concentrated Poverty, including Racially Concentrated Areas of <br />Poverty, by better connecting their residents to opportunity and catalyzing neighborhood <br />revitalization. <br />• Actively partner in neighborhood revitalization efforts such as Penn Avenue Community Works <br />in North Minneapolis. <br />• Plan and facilitate, in coordination with the Equity in Place coalition, a series of public <br />engagement sessions in specific communities where more prominent disparities exist in our <br />region in order to: <br />o Collaboratively develop comprehensive plans for intensive, sustained, and aligned <br />equity -driven investments and policies in low-income communities and communities of <br />color in the Twin Cities. <br />o Bring together stakeholders with different areas of interest and expertise, knowledge <br />bases and constituencies to allow for more effective solutions and more coordinated <br />investments. <br />2040 HOUSING POLICY PLAN I METROPOLITAN COUNCIL <br />DRAFT RELEASED FOR PUBLIC COMMENT Part IV: Opportunities for Impact I Page 70 <br />
