Last revised July 24, 2014 <br />discrimination are rental discrimination, sales discrimination, lending and mortgage discrimination, and <br />discrimination in the approval of homeowner's insurance. <br />Housing Element (part of Comprehensive Plan) <br />Under state statute, a local Comprehensive and land use plan must include a housing element <br />containing standards, plans and programs for providing adequate housing opportunities to meet <br />existing and projected local and regional housing needs, including but not limited to the use of official <br />controls and land use planning to promote the availability of land for the development of low and <br />moderate income housing. <br />Housing Improvement Areas <br />A defined area within a city where housing improvements are made or constructed and the costs of the <br />improvements are paid in whole or in part from fees imposed within the area. <br />HousinaLink <br />Established as a result of the 1995 Holtman v. Cisneros Consent Decree, which sought improved <br />housing conditions and greater locational choice for families participating in the Section 8 voucher and <br />public housing programs. The decree stipulated that an affordable housing information clearinghouse <br />be established to ensure that low -to -moderate income families have access to the affordable housing <br />information they need. To meet this stipulation, HousingLink was organized in 1997 as a 501(c)3 <br />organization to meet this need, and began providing vacancy information as well as training and <br />support to housing service agencies. Since that time, HousingLink has become Minnesota's primary <br />source for affordable housing -related openings, data, information and resources. <br />Housing Opportunities for Persons with Aids (HOPWA) <br />The Housing Opportunities for Persons with AIDS (HOPWA) Program is a Federal program dedicated <br />to the housing needs of people living with HIV/AIDS. Under HOPWA, HUD makes grants to local <br />communities, States, and nonprofit organizations for projects that benefit low-income persons living <br />with HIV/AIDS and their families. <br />Housing Revenue Bonds <br />Bonds issued to finance construction or rehabilitation of multi -family housing projects where a specified <br />proportion of the units will be rented to moderate- and low-income families, in some cases specifically <br />targeted toward elderly residents. These securities may provide financing either directly or through a <br />loans -to -lenders program, and may be secured, in whole or in part, by federal agency guarantees or <br />subsidies. <br />Implementation Plan (Dart of Comprehensive Plan) <br />In addition to the Housing Element of the Comprehensive Plan, local communities including official <br />controls to implement the housing element of the land use plan, which will provide sufficient existing <br />and new housing to meet the local unit's share of the metropolitan area need for low and moderate <br />income housing. <br />Inclusionary Housing Account. Livable Communities Act <br />The Inclusionary Housing Account was created under the Livable Communities Act but has only been <br />funded once, by one-time state appropriation. The account was created to help spur new construction <br />mixed -income development, which could be owner -occupied or rental (or a combination of both), with a <br />variety of prices and designs serving families with a range of incomes and housing needs. Under <br />statute any funding awards made by the Metropolitan Council under this account must give preference <br />to economically viable proposals to the degree that they: (1) use innovative building techniques or <br />materials to lower construction costs while maintaining high quality construction and livability; (2) are <br />2040 HOUSING POLICY PLAN I METROPOLITAN COUNCIL <br />DRAFT RELEASED FOR PUBLIC COMMENT Appendices I Page 87 <br />
