Absent: Commissioners Brauer and Maul. <br />5.02: Public Hearing: Consider Ordinance #14-10 Amending Section 117-115 (B-2 <br />Highway Business District) and 117-120 (H-1 Highway 10 Business District) <br />Allowing for Additional Open and Outdoor Storage; Case of Skeeter Boat Centers <br />Public Hearing <br />Chairperson Levine called the public hearing to order at 7:41 p.m. <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the City of Ramsey <br />has received a request from Skeeter Boat Centers to amend City Code Section 117-115 (B-2 <br />Highway Business District) in order to allow for the seasonal storage of customers' marine <br />equipment (boats) in the winter months. The request also includes consideration to waiving <br />surfacing requirements (concrete bituminous, or gravel) which would allow them to store <br />customers' boats on existing vegetative (grass) surfacing. Staff reviewed the request in detail <br />with the Commission and recommended adoption of the proposed Ordinance amending Section <br />117-115 of City Code. <br />Citizen Innut <br />Dave Marquardt, Skeeter Boat Centers, thanked the Planning Commission for considering his <br />request. He discussed the history of his businesses and explained that winter boat storage was a <br />growing need for his company. He requested the Commission allow for seasonal boat storage in <br />the rear yard of his property on a turf surface. He reported the property was well screened and <br />fenced. <br />Jim Peterson, Skeeter Boat Centers, thanked the Commission for their consideration and <br />requested approval of the seasonal boat storage on grass. <br />Mr. Marquardt requested clarification on the allowable size of the outdoor storage area. <br />Community Development Director Gladhill reported the outdoor storage area could not exceed <br />30% of the size of the lot for the B-2 zoning district. Any outdoor storage more than 30% would <br />require a conditional use permit. <br />Mr. Marquardt explained that 30% of the lot would be more than enough space. He expressed <br />some confusion in the language noting the H-1 language referred to 20% of the lot size could be <br />used for outdoor storage. <br />Planning Commission/August 7, 2014 <br />Page 6 of 17 <br />
