FC CASE

REVIEW FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM
By: James E. Norman

Background:

During the December 2, 2003 Council work session, the Council began its review of the 2004 -
2008 Capital Improvement Program (CIP). The CEP is an attempt to anticipate major capital
expenditures in advance of the year in which they are budget requests. Further, several projects
may interrelate or require other improvements prior to initiation, which would cause delays
without prior planning. Additionally, projects may require budgeting over several years or
receipt of funds fi'om other sources requiring planning completion prior to the funding year.
Finally, the plan enables a snapshot of the identified capital needs of the community allowing for
continual prioritization of these needs.

In continuation of the CIP process, staff will ask the Finance Committee to review and discuss
the CIP program prior to further consideration of the City Council. It is anticipated that the
whole Council may require discussion before Council adoption.

Committee Action:

Based on discussion.

Reviewed by:

City Administrator

FC: 01/13/04
