build the north park, south park and the entire "swoosh" park, subject to changes and details following future meetings, at an estimated cost of 3.5 to 4 million dollars. They will be able to demonstrate that all of the trail requirements will be met. They will also demonstrate to the City of Ramsey lien waivers for every dollar they spend up to 4 million along with a schedule of when those parks will be completed. The Charter school park and picnic area would probably be the first park completed. From a commercial marketing standpoint they want to demonstrate the multi-use of the park to draw a user for the civic center. The second park developed wOuld probably be the east portion of the "swoosh" to show what is going to occur. They want to establish the park planning process and commit to it in writing. They also want City staff and Ramsey Town Center, LLC to continue this process further and figure out how they are going to maintain that parks in the future years so they can go to their citizens and Say they have figured how to maintain the parks for years to come. Councilmember Elvig .inquired if they were far enough along in the process to include illustrations and specifications in the agreement. Councilmember Engen replied that they would not have blueprints available at this point. Councilmember Elvig stated that they need have a clear idea of what they are agreeing to if they are not going to be collecting park dedication. Mr. Engen replied that is where the lien waivers would come in. Councilmember Cook stated that in order for the full project to go forward they need to settle this issue. If the City were to take 10 percent in park in land for parks from the 27 acres and only have 13.9 of parkland with the rest being paid in cash park dedication they would-not get what is being proposed for the parks. Assistant Director of Public Works Olson stated that this is the first time anyone has heard this offer. They need to know what it is they are talking about in the 3.5 million. He stated that he wants to know what it is they are talking about before they get to caught up in the number. He thought what was being presented was great, but they need to know specifically what they ~are being offered. City Administrator Norman inquired ifRamsey Town Center, LLC was going to be requesting an extension to the 90-day deadline. Mr. Engen replied that they will be requesting an extenSion to March 31st. Councilmember Elvig stated that the proposal may be extremely fair, but they don't that as of yet. He inquired if they were to agree to what is being proposed would the City be forgiving all of the trail fees and park dedication for all of the D.R. Horton development.
