Mayor Gamec inquired if the Council were to decide that they wanted to reduce the amount of <br />the meter cost prior to final adoption of the ordinance would they be allowed to do that. <br /> <br />Councilmember Kurak replied that the Council would be reviewing the franchise fee every six <br />months so they could adjust the fee at that time if they need to. <br /> <br />City Attorney Goodrich explained that the City Charter requires that there be a public hearing <br />prior to any adoption of a franchise fee ordinance. The City previously held a public hearing <br />pertaining to a franchise fee ordinance so the Council would not be required to hold another <br />pubic hearing. That being said the public hearing was held four months ago so the Council may <br />be subjected to some criticism. <br /> <br />Mayor Gamec noted that he has had numerous discussions with the business owners and they are <br />aware ofwh. at is being discussed. <br /> <br />Councilmember Strommen inquired if there was a reason that they could not hold another public <br />meeting to make sure people are informed. <br /> <br />Finance Officer Lund explained that scheduling a public hearing would push the process out a <br />good month. <br /> <br />City Administrator Norman inquired if it was possible to hold a public information meeting after <br />the fi'anchise fee is adopted because the Council is not required to implement the fee even after it <br />is adopted. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Councilmember Strommen inquired if it was possible to wait until February 1st before they begin <br />collecting the franchise fee. <br /> <br />Finance Officer Lund explained that they would have to start the billing on January 1st or April <br />ist. <br /> <br />Councihnember Pearson inquired if they will have to determine the amount of the fee before the <br />ordinance is introduced. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Councilmember Pearson inquired if the Council could allow for public input prior to the <br />adoption of the ordinance. <br /> <br />City Attorney Goodrich feplied yes. <br /> <br />Councilmember Kurak questioned if they could provide information in the Anoka County Union <br />legal notice and meeting notice sections explaining that the Council will be considering the <br /> <br />City Council Work Session/October 7, 2003 <br /> Page 2 of 14 <br /> <br /> <br />
