but with the budget crunch the way it is he did not think there was much they could do at this <br />point. He stated that hopefully as development occurs they could fill some of the holes in staff. <br /> <br />Councilmember Elvig stated that the one thing they have not looked at is expenditures. If they <br />can look at each department and be more creative with some of the costs, some of those positions <br />may become feasible. <br /> <br />Finance Officer Lund presented the Council with the 2003 budget cuts. <br /> <br />Mayor Gamec stated that he did not believe there was a need for any additional planners at this <br />time, but if they see that building exceeds what is projected they can revisit all of the positions. <br /> <br />Councilmember Kurak stated that they need to hold strong on starting to review the 2005 budget <br />in June. <br /> <br />Mayor Gamec stated that one of the positions they will have to consider through 2004 is the <br />addition of a patrol police officer as well as maintenance worker. He suggested that they review <br />the budget every quarter. <br /> <br />City Administrator Norman stated that staff needed some direction as to what to do with <br />fi'anchise fees. The Council has discussed the possibility of holding a time for public comment <br />as well as providing notice in the Anoka County Union. <br /> <br />Consensus of the City Council was to direct staff to provide notice in the Anoka County Union <br />pertaining to the franchise fee ordinance noting that public comment will be taken at the meeting. <br /> <br />Finance Officer Lund inquired if the Council would like to see a handout explaining the franchise <br />fee that could be provided to the residents during the meeting. <br /> <br />Consensus of the City Council was yes. <br /> <br />Councihnember Cook inquired if they were going to proceed with a per meter fee of $3.00 for <br />residential and $6.00 for commercial. <br /> <br />Mayor Gamec replied that those were the amounts that he would support. <br /> <br />Councilmember Kurak stated that they should review the issue every six months. <br /> <br />The Council agreed. <br /> <br />Councilmember Kurak stated that she would support the $3.00 and $6.00 fee. <br /> <br />Councilm. ember Cook also stated that he would support the $3.00 and $6.00 fee. <br /> <br />Councilmember Zimmerman stated that he would not vote in favor of any franchise fee. <br /> <br />City Council Work Session/October 7, 2003 <br /> Page 5 of 14 <br /> <br /> <br />
