Councilmember Cook stated that he would prefer to have his Council agenda put on a CD rather <br />than having all of the paperwork. <br /> <br />Assistant City Administrator Nelson replied that that is something they can do today. <br /> <br />Assistant City Administrator Nelson reviewed the election budget explaining that they are <br />preparing for a 2004 election. She also reviewed the data processing budget, and the general <br />government building budget noting that there were no changes to those budgets. <br /> <br />Finance Officer Lund reviewed the finance budget explaining that the only change in the budget <br />was a slight increase in the amount budgeted for the audit. She noted that in 2005, there will be a <br />significant increase because the City will have to change the way they handle their audit reports. <br />The assessing budget increased about $10,000 due to the growth of the City and the legal <br />services budget stayed the same as last year. <br /> <br />Finance Officer Lund presented a budget summary for Council consideration based on the <br />proposed budget. <br /> <br />City Administrator Norman stated that Engineer Technician and the Inspector positions budgeted <br />in the 2004 budget will be needed with the development of the Town Center. Those positions do <br />create revenue by billing back their time. He also noted that at this time staff did not have a good <br />estimate on what the building permits for 2004 will be. That is something that staff hoped to <br />have by the next budget meeting. In addition, staff would like to discuss the possibility of adding <br />an intern in the Community Development Department at $12.00 per hour for 480 hours. <br /> <br />Mayor Gamec stated that major cities don't have as many planners as the City is recommending. <br />He did not understand why they needed additional staff in the Community Development <br />Department and he was not convinced that there was a need for an additional engineer at this <br />time even if they can bill for their time. <br /> <br />City Administrator Norman explained that there is a difference between engineering and <br />planning by the nature of their work for them to bill out time. Planning has to deal with a lot <br />more citizen issues, which they cannot bill their time for. He stated that he would be happy to <br />meet with Community Development to discuss the issue further, but he did feel strongly that the <br />City needed to hire the Engineer Tech because that person will be out at sites working. <br /> <br />Mayor Gamec stated that the Police Department is looking at adding two patrol officers and he <br />felt that he could support the addition of one patrol officer, but not the CSO position. <br /> <br />City Administrator Norman stated that if the Council is in agreement with adding a patrol officer <br />he wants to make sure that they add a maintenance worker as well. <br /> <br />Mayor Gamec replied that he did not have a problem with adding a maintenance worker because <br />there number one responsibility has Councilmembers has to do with the people and the <br />maintenance of the City.
