Councihnember Pearson stated that one of his concerns is that once the Town Center begins to <br />develop what is going to happen if it develops faster than they have the second parking ramp in <br />place. He stated that they need to make sure that the Town Center does not grow faster than the <br />need for the parking structures. <br /> <br />Mr. Bray noted that if they want to research the right of the City to assist in the construction of a <br />parking ramp it is a cost the developer would have to include in their land costs up front. <br /> <br />Councilmember Elvig stated that they have been hearing the idea of phasing and that it is <br />difficult to develop a phasing plan, but he thought that is what would need to be done. from an <br />infi'astructure standpoint as well as a development standpoint. <br /> <br />Councilmember Zimmerman stated that he was concerned about the impact on County roads and <br />Highway #10. He stated that he was not sure what would be a bigger detriment to the project, <br />not having good highways to get to the site or no parking ramps when you get there. <br /> <br />Mr. Engen noted that the phased traffic analysis was available for Council review. <br /> <br />Mayor Gamec stated that road upgrades will probably have to fall back on the developer. <br /> <br />Mr. Engen replied that that particular clause in the development agreement is something they <br />have talked about at length. They agree that certain phases would have to be suspended until <br />certain roadway sections are completed. What they cannot have happen in the development <br />agreement is state that any roadway not funded will have to be paid for by the developer because <br />it would be a huge contingent liability. <br /> <br />Mayor Gamec replied that the funding for those roads would be very difficult. <br /> <br />Mr. Engen stated that if the City indicates their willingness to participate in Sunwood Drive and <br />Rhinestone it is a good indication to the County. The County will be receiving some surplus <br />revenue from the development. The plan is to petition and participate for any grants that may be <br />available and request continued support from the City to assist with that process. <br /> <br />Mayor Gamec inquired if the County had been provided with any tax dollar figures that would be <br />generated fi'om the development for the County. <br /> <br />City Administrator Norman replied that staff did distribute that information to the County some <br />time ago. <br /> <br />Mr. Feeges noted that the development would also bring in a tremendous amount of jobs. <br /> <br />Councihnember Cook stated that the Town Center has been a joint effort with the City and the <br />Developer for quite some time and he was having a hard time that it was breaking down at this <br />point.
