Acting Chairperson Riley responded he is not in favor of vacating Peridot Street. The City's
utilities are housed in that area and it would be a huge undertaking to give up the street. He said
he is willing to help figure out solutions.
Development Services Manager Timothy Gladhill noted it is a unique zoning district that only
applies to one parcel. This makes it difficult to vacate Peridot Street, but he offered to keep the
conversation going and the Committee should have some ideas to present by January.
Principal Klabunde indicated the green space could be an issue. He asked if the park across the
street could be considered green space, since they lease it most of the year.
Development Services Manager Timothy Gladhill replied that could be taken under discussion.
The Committee reached consensus to continue discussions of options for a possible addition to
PACT.
5.02: Draft Snow Removal Contract for Municipal Parking Ramp
Public Works Superintendent Riemer reviewed the staff report. He noted there are strict rules for
where the snow can be pushed to the side, and how it is done. He explained the snow is taken to
Xeolite Street to the wetlands. He indicated the snow around the City Hall would be removed by
staff.
Acting Chairperson Riley asked if people do park on the roof.
Public Works Superintendent Reimer answered it is a prime spot to park. The skyway is on the
third floor.
Councilmember Johns asked how payments are made to contractors, and if there is a fee
structure that is implemented by the inch.
Public Works Superintendent Reimer explained the contracts are written with payment by the
inch guidelines. There is usually a one -inch trigger to send the plows out, and then they charge
one rate for 1 — 3 inches, and another rate for 4 — 6 inches, and so on.
Motion by Councilmember Johns, seconded by Acting Chairperson Riley, to accept staff
recommendation and approve the use of contract labor for snow removal on the Municipal
Parking Ramp and direct staff to advertise for bids.
Motion carried. Voting Yes: Acting Chairperson Riley and Councilmember Johns. Voting No:
None. Absent: Chairperson Backous and Councilmember Kuzma.
6.
