By now, you are more than likely aware that Bruce and Karen <br />Konzak are relocating an electric fence to the perimeter of their property. <br /> <br />Currently, Ramsey's City Code does not specifically prohibit electric fences~ Our <br />ordinance states that materials other than wood or chain link need the approval of the <br />Zoning Administrator. One of the reasons this clause was included in City Code was to <br />allow other types of fencing to be used in conjunction with agricultural activities and <br />horses or livestock. <br /> <br />City Staff and Council members have worked with the Konzaks and many of the <br />surrounding neighbors in an effort to reach a reasonable compromise. Following is an <br />outline of what has been approved: <br /> <br />· Five (5) wire strands affixed to the inside of the posts, either directlY or through <br /> insulators, with the top, middle, and bottom lines having the capability to carry an <br /> electrical charge. <br />· Three (3) barrier (NON-LIVE) lines to be affixed to the outside of each post to <br /> provide separation between the adjoining properties and the potentially <br /> electrically charged lines. <br />· The three (3) "live" wire strands on the inside of the posts cannot be activated <br /> until construction is 100% complete and completion includes all three barrier <br /> (NON-LIVE) lines being in place. <br />· The posts of this fence shall not be closer than six (6) inches to the property line. <br />· The three (3) "live" wires will only be activated when deemed necessary and will <br /> not be charged on a continual basis. <br /> <br />. -201- <br /> <br /> <br />
