MAYOR AND COUNCIL INPUT 1) Connexus Utility Billing Update Director of Public Works/Fire Chief Kapler explained that staff has held tl-u'ee meeting with representatives from Connexus Energy. They have come up with a plan to prevent future billing problems, which includes an attdit of the entire system and a quarterly audit of any new entries. The $850,000 amount that was not charged is remaining to be resolved. Connexus did make an initial offer of one fl'ee quarter of billing service, but staff's response was that they did not think that would be acceptable. Motion by Mayor Gamec, seconded by Councilmember Kurak, to direct the Finance Committee to meet with members of Connexus to discuss the $850,000 that was not billed to their customers. Further discussion: City Attorney Goodrich noted that such a meeting would require an open meeting. Motion was ~vithdrawn. Motion by Mayor Gamec, seconded by Councilmember Kurak, to direct Councihnembers Zimmennan, Elvig, and Strommen and members of City staff to meet with representatives of Commxus to resolve the issue of the $850,000 that was not billed to the customers. Motion carried. Voting Yes: Mayor Gamec, and Councih-nembers Kurak, Cook, Elvig, Pearson, Stromrnen, and Zimmerman. Voting No' None. 2) Mississippi Subdrainage District Councihnember Cook requested that the issue bemoved up on the work session agenda if they are considering pursuing condemnation action. City Administrator Norman replied that he would add the issue to the January 6th work session agenda. 3) Northstar Corridor Support Committee Mayor Gamec noted that a Committee meeting was going to be held on December 16, 2003 at 6:30 p.m. They are also scheduling a rally for February 12th. 4) December 20"' Andover Blood Drive Director of Public Works/Fire Chief Kapler noted that there will be a blood drive on December 20th at the Andover Fire Station. -44- City Council/December 9, 2003 Page 22 of 23
