CITIZEN INPUT

Eric Zaetsch, 6521 154t~' Lane NW, Ramsey, stated that before the meeting he spoke with
Councilmember Kurak to discuss with her if there was a conflict of interest with her voting on
any issues having to do with the PACT Charter School. She confirmed that there was a total cash
out of the property so there was not a conflict of interest with her voting on any of the PACT
Charter School issues. Mr. Zaetsch noted that he did e-mail Mr. Feges to confirm that
information, but he has not received a response as of yet. The other issue he wanted to address
the Council on had to do with last minute handouts at Council meetings. He stated that any
handout that is presented to the City Council at a meeting should be made available to the public
during the meeting.

Ed Hamilton, 6615 Highway #10 NW, Ramsey, stated that he is before the City Council every
year complaining about snowmobiles. He has been watching snowmobiles cross Highway #10,
which is very dangerous with all of the traffic. He stated that snowmobiles should be outlawed
in the City, at least along Highway #10, for their ~own safety. The other issue he wanted to
address the Council on had to do with the blacktop plant. He has documented 27 times when he
could smell the blacktop plant.

Mayor Gamec recommended that Mr. Hamilton work with Community Development on the
issue.

Councihnember Strommen noted that the Council did schedule the item to be discussed at an
upcoming work session.

Mr. Hamilton stated that he would like to see something done about the odors. Other people can
breath fresh air so why can't he.

APPROVE AGENDA

Human Resources Manager Reed requested that the Council add Case #16a: Adopt Resolution
Authorizing Staff to Enter into a Contract for 2004 Benefits.

City Attorney Goodrich requested that the Council add Case #13a: Ramsey Town Center Metes
and Bounds Subdivision Request.

Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve the agenda as
amended.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Kurak, Pearson,
Strommen, and Zimmerman. Voting No: None.

City Council/December 16, 2003

-49-
