State law requires that these types of rates be established by ordinance. When Council
introduced the ordinance at their last meeting, it was specified that the building valuation used to
calculate building permit fees would be based on the LMC/AMM building permit fee table. The
LMC/AMC table has been referenced in the ordinance.

Councilmember Elvig requested that staff provide the Council with how the increase in fees will
impact the 2004 budget.

Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt Ordinance
#03-51 to ratify the 2004 building construction and planning fees.

A roll call vote was performed by the Recording Secretary:

Councilmember Pearson aye
Councilmember Strommen aye
Councilmember Elvig aye
Councilmember Kurak aye
Councih-nember Zimmerman aye
Councihnember Cook aye
Mayor Gamec aye

Motion carried.

Case #4: Consider LMCIT Waiver For-Not Waiving the Statutory Tort Limits

Assistant City Administrator Nelson stated that as part of the annual renewal of our property,
casualty, and liability insurance coverage for the City of Ramsey, the City Council is required to
waive or not waive the statutory tort limits for its liability coverage.
