Police Chief Way stated he will look at the budget numbers and assured the Council that he <br />always tries to cut down overtime. <br />Councilmember Tossey stated there are discrepancies in the numbers from one year to the next <br />and it should be discussed. <br />Councilmember Riley stated he thinks the expenses and levy can come down, noting just having <br />extra revenue does not mean there is more money to spend. He again stated he does not support <br />bonding for the same debt level each year and would like additional `big picture' information <br />whether the level of bonding can be reduced, how to move the cost to the General Fund, and <br />additional revenue sources such as land sales. He stated if there are additional considerations, he <br />may support bonding for road projects. <br />Councilmember Johns agreed that roads are the priority, that the debt should be lowered, and a <br />plan is needed if bonding to cover road reconstruction debt. <br />Finance Director Lund asked about the issuance of equipment certificates and use of the <br />Equipment Fund. <br />Councilmember Riley stated that is the same type of consideration, issuing certificates each year, <br />and he would like the City weaned off that process. <br />Finance Director Lund stated the Equipment Fund is to be reimbursed from land sales, which is <br />an unknown at this time. <br />Councilmember Riley suggested the option of using part Equipment Fund and part equipment <br />certificates. <br />Mayor Pro Tem Backous stated he would not object to issuing certificates as long as the <br />certificates match the life of the equipment to be purchased. <br />City Administrator Ulrich stated staff will look at a longer -term plan that includes several <br />options such as issuing debt, equipment certificates, and the Equipment Fund. <br />2.02: Review Environmental Policy Board's 2014 -2015 Proposed Work Plan <br />City Planner Anderson reviewed the Environmental Policy Board's (EPB) 2014 -2015 proposed <br />Work Plan, noting the Work Plan is more focused than in past years and limited to only two <br />primary items, recycling and water conservation. The intent of a more streamlined Work Plan is <br />to have an overall greater impact on the specific items /actions. Recycling was identified as an <br />area of focus as there can be quantifiable results that can be reviewed over time to determine <br />whether certain measures have been effective in improving participation and /or tonnage <br />recycled. The second primary item is water conservation. This topic has been considered in the <br />past but the EPB would like to look more holistically at this topic to explore options (i.e., <br />revisiting the topsoil requirement, drought tolerant landscaping, and irrigation (in summer <br />months) for enhancing water conservation.
