He <br />stated the goal is to determine whether this is still on track. <br />Commissioner LeTourneau stated the change in concept from 210 to 160 is not that significant <br />and allows flexibility to move the project forward while building in contingencies to have a <br />larger scale project and ramp with other funding sources. He stated his support for the request. <br />Deputy Executive Director Gladhill pointed out that this change may impact the Sunwood Drive <br />viewshed as this ramp will serve the entire area. The Planning Commission had noted this may <br />result in a `domino' effect for the entire block but acknowledged that traditional retail on the <br />west end needs to be supported by more rooftops. <br />Commissioner Kuzma supported the request and working with the developer. <br />Commissioner Tossey stated PSD is trying to follow the required steps but because of the <br />density, acknowledging that a parking ramp may be required. He stated if PSD can do this <br />within the desired density without being required to build a parking ramp, he would be <br />supportive. However, he would insist that PSD follow the Design Guidelines as stated and to not <br />make an exception for a single applicant. <br />Deputy Executive Director Gladhill explained a pitched roof is acceptable in The COR but a <br />minimum pitch is required. He noted a larger issue is the concept for a run of single detached <br />garages that must meet the City' s Architectural Design Guidelines. <br />Chairperson Backous stated concern that a long run of detached garages can appear `junky' so he <br />would want to assure those structures meet the Architectural Design Guidelines. <br />Commissioner Riley stated with the detached garages and density, he supports compliance with <br />the Architectural Design Standards but will be swayed by what the market and residents want. <br />Deputy Executive Director Gladhill stated staff will work out the details if there is HRA support. <br />Paul Klister, PSD, LLC, thanked the HRA for its feedback, noting it is a difficult site to develop <br />because of its angles and the road alignment. He stated their intent is to build the east building <br />first. The west building is a placeholder but it would be great if there was a need for 300 units <br />and a parking ramp is constructed. He stated his approach is conservative but the parking needs <br />can be met without a structure. Mr. Klister explained the detached garages would have a stone <br />back so the view would be of structure rather than garages. <br />Chairperson Backous stated a lot of apartment complexes spend the least amount of money on <br />detached garages so they quickly become run down.
